- BACKGROUND AND JUSTIFICATION
1.1
Background
Tanzanian Higher Education system has taken a very
much closer interest in entrepreneurship as demonstrated by the inclusion of
entrepreneurial training on the curricula and the setting up of entrepreneurial
focused mechanisms as a response from SMEs
Development Policy (2003) which is insisting on mainstreaming entrepreneurship
course by:

Inculcating
through education, training and other programs values and attitudes that are
conducive to development of entrepreneurship;
~
Reviewing
school curricula to accommodate entrepreneurship development;
~
Introducing
entrepreneurial programmes in vocational and technical training;
~
Facilitating
entrepreneurship development programmes for selected target groups/sectors e.g
school leavers and
~
Facilitate
capacity building in entrepreneurship development.
1.2
Justification
There is
increasing enrolment rate of students to all levels of education in Tanzania.
This situation has caused a growing demand for employment opportunities for
young people.
With this background, some educational institutions
including SAUT in Tanzania have started integrating entrepreneurship in their
curricula as part of the broader agenda for enhancing job creation against job
seeking mindset to students

ABOUT SAUTEC
2.1 Goal
St. Augustine University of Tanzania
Entrepreneurship Development Centre (SAUTEC) is focused to be an executer and
coordinator of entrepreneurship development endeavors, for the university
community and for the external market. As a cross-cutting unit, this centre
will run entrepreneurship courses for all students to all academic programmes
at SAUT, conducting Training of Trainers (TOT) Entrepreneurship Education
related courses for SAUT academic staff, supporting and exposing students
interested in the entrepreneurship career and providing various trainings to
SMEs to the community.
2.2 Vision
“To be a centre of excellence in Entrepreneurship Development and
Innovation in Eastern and Southern Africa”
2.3 Mission
To enhance the enterprising culture among Tanzanians in particular and
those in East and Southern Africa in general towards economic sustainability
through job creation philosophy by maximum utilization of competence teaching
staff it has, and other important stakeholders.
2.4
Objectives
SAUTEC will be identified
with two main objectives as being the following:
Objective 1: To promote and coordinate entrepreneurship development initiatives at
St. Augustine University of Tanzania.
Accordingly, the intermediate results of SAUTEC
Objective 1 will be:

To sensitize students to the need for
the spirit of and skill for entrepreneurship through lectures, Seminars and
Workshops;
~
To
mainstream entrepreneurship development courses to all SAUT academic programs;
~ To
provide the theoretical framework for entrepreneurship through taught courses;
~ To
provide the practical framework for entrepreneurship through hand-on practical
instruction;
~ To develop General Enterprising Tendencies (GETs)
among students;
~ To
provide opportunities for supervised practical self-expression of ideas;
~ To
commercialize the entrepreneurial products (such as Micro, Small and Medium
Enterprises (MSMEs) trainings, researches, etc.) of the centre for the purpose
of generating revenue for the university;
~ To
introduce students to the community through Community Based Experience and
Services (COBES) programme. This will be done through Faculty based projects
that would be executed by students in selected rural communities in order to
develop the spirit of community service in them. Students would be expected to
live and learn in the community for a period of time while executing projects
that are beneficial to the community.

To
sensitize students to chose entrepreneurship as a career;
~
To assist
students interested in starting businesses to develop business plans and
linking them to institutions that provide other types of support including
Credit, Training and Consultancy;
~
To provide
information useful in setting and managing small firms;
~
To promote
formation and operation of associations and networks that will help students
who are interested in the entrepreneurship career;
~
To provide
pedagogical methods to academic staff for enhancing students’ GETs;
~
To train
academic staff to sensitize students to the entrepreneurship career;
~
To train
academic staff to assist students to develop business plans, to advise and
counsel in matters related to starting and running enterprises;
~
To train
members of staff interested in entrepreneurship to enable them start and/or
develop enterprise activities;
~
To prepare
and deliver exit programs for retires of the university desiring to set up
enterprises.
Objective 2: To produce and disseminate training and counseling programs and
research and consultancy on entrepreneurship development.
This objective will focus on the following:

To provide
SMEs training;
~
To
facilitate business plan competition;
~
To conduct
business plan clearance;
~
To conduct
business counseling and couching;
~
To conduct
business forums for entrepreneurs;
~
To provide
business consultancy services; and
~
Formation
of SAUTEC Entrepreneurship Club
3 RESOURCES AND CAPACITY OF SAUTEC
3.1 Structure
~
The centre
will be administered by the Director
~
SAUTEC will be
staffed by academic staff with a variety of backgrounds that have chosen to
combine their expertise with entrepreneurship;
~
SAUTEC will
be housed in the Faculty of Business Administration;
~
Will have
associates from other University Faculties and departments and other national
and international enterprise development institutions;
~
SAUTEC will
work closely with number of Business Development Services (BDS) providers,
CBOs, NGOs, Other High Learning Institutions, MFIs, Banks, donors and
government agencies.
3.2 Facilities

There will

resource room equipped with training facilities (projector, flip charts, files,
folders, papers, marker pens etc)

In collaboration with other departments in the Faculty of Business
Administration, SAUTEC will offer:
